TALKS RESUME IN MARCH IN ZURICH. WHILE IT WAS ARGUED BY SOME THAT HOSTING THE CONVENTION IN A SAFER CITY SUCH AS NEW YORK OR LONDON WAS MORE PRUDENT, A CENTRAL LOCATION WAS CHOSEN SO MOST ESTABLISHED CORPORATIONS COULD ATTEND. IT WAS DETERMINED THAT THE CREATION OF THIS MARKETPLACE COULD SERVE TWO PURPOSES: BRING STABILITY TO THE CORPORATE COMMUNITY BY FORCING ADHERENCE TO A SET OF RULES AND PROVIDE THEIR WEALTHY ELITE BENEFACTORS A CHANCE TO ENHANCE THEIR WEALTH.

IN SEARCH OF A SOLUTION

CORPORATIONS ARE EXPECTED TO ADHERE TO A CODE OF BEHAVIOR THAT PROHIBITS DIRECT ACTION AGAINST EACH OTHER TO INCLUDE SABOTAGE, INCITING VIOLENCE, ARMED CONFLICT, COUP D’ÉTAT, CORPORATE ESPIONAGE, PHYSICAL AND/OR CYBER INTRUSION INTO SECURE COMPUTER SYSTEMS, AND COUNTLESS OTHER TRANSGRESSIONS. THERE WAS NO ENFORCEMENT ACTION AGAINST A CORPORATION SAVE ONE: THE OFFENDING ENTITY WOULD BE DELISTED FROM THE EXCHANGE. TO ENSURE COMPLIANCE, IT WAS WRITTEN THAT ALL SHARES WOULD BE NULLIFIED; MEANING PATRICIANS STOOD TO LOSE SIGNIFICANT INVESTMENTS IN GOLD. THE RESULT WAS EXACTLY AS HOPED: PATRICIANS BECAME RESPONSIBLE FOR KEEPING THE CORPORATIONS IN LINE.

 

TO RUN THE EXCHANGE, THE LEADER WOULD BE GIVEN THE TITLE OF “ADMINISTRATOR-GENERAL” AND SELECTED FROM A BODY KNOWN AS THE REGENTS. REGENTS ACT AS A DE FACTO BOARD OF DIRECTORS AND HELP GUIDE EXCHANGE STRATEGY AND ENACT SWEEPING POLICIES WHILE THE ADMINISTRATOR-GENERAL HANDLES DAY-TO-DAY CONCERNS. ALTHOUGH NOT DRAFTED THAT WAY, THE ADMINISTRATOR-GENERAL WOULD TYPICALLY BE SELECTED FROM THE POOL OF REGENTS.

 

ALSO ESTABLISHED IN THE CHARTER WERE THE PROCONSULS. ANOTHER TERM TAKEN FROM ANCIENT ROME, THEY ARE THE CORPORATE REPRESENTATIVES TO THE EXCHANGE. THEIR RESPONSIBILITIES VARY, BUT ARE GENERALLY TWO-FOLD: TO ADVISE THE EXCHANGE ON CORPORATE REACTIONS PRIOR TO NEW POLICIES BEING ISSUED AND BRIEF CORPORATE EXECUTIVES ON ANY ACTIONS THEY NEED TO TAKE TO MAINTAIN THEIR COMPLIANCE. EACH CORPORATION IS RESPONSIBLE FOR NAMING THEIR PROCONSUL AND THERE IS NO INTERCORPEX OVERSIGHT IN THIS PROCESS. ONCE A PROCONSUL IS NAMED, THEY REPORT TO INTERCORPEX HEADQUARTERS (ZURICH, AND LATER NEW YORK) TO BE FORMALLY ACCEPTED AND RECOGNIZED IN A PROCESS VERY SIMILAR TO THE ONES NATIONS USED WHEN EXCHANGING AMBASSADORS.

RULES OF THE GAME

THE TERM “ELITE” BECAME TOO GENERIC TO BE OF USE WHEN DISCUSSING THOSE ALLOWED TO MAKE TRANSACTIONS ON THE EXCHANGE. EXECUTIVES AND EMPLOYEE LEADERS BOTH CONSIDERED THEMSELVES IN AN ELITE CLASS, EVEN IF THEY WEREN’T TECHNICALLY IN THE CLUB. AS A RESULT, THOSE WHO WERE ENTITLED TO EXCHANGE SHARES WERE GIVEN THE TITLE “PATRICIANS” AFTER THE ARISTOCRATS OF ANCIENT ROME. ICX ADMINISTRATORS WERE THE SOLE DETERMINANT OF WHO COULD BECOME PATRICIANS, ALTHOUGH CORPORATIONS COULD MAKE RECOMMENDATIONS.

 

TO FURTHER LIMIT THE RANKS, AND WITH NO STANDARD CURRENCY AVAILABLE TO USE TO PROCESS TRANSACTIONS, IT WAS DECIDED THAT GOLD WAS THE REQUIRED METHOD OF PAYMENT. PATRICIANS TYPICALLY HAD SIZABLE GOLD STORES THAT WOULD ALLOW THEM TO PURCHASE SHARES ONCE TRADING BEGAN. THE DECISION WAS NOT WITHOUT CONTROVERSY, ESPECIALLY IN AREAS WHERE GOLD WAS NOT PLENTIFUL. REGARDLESS, THE MEASURE WAS ADOPTED AND NOTICE PROVIDED TO THE NEW PATRICIAN CLASS BEGAN MOBILIZING THEIR ASSETS IN ANTICIPATION OF TRADING.

 

ESTABLISHMENT OF PATRICIANS

THE INTERCORPORATIONAL EXCHANGE, INTERCORPEX OR ICX FOR SHORT, WAS OFFICIALLY SIGNED IN A CEREMONY IN ZURICH ON JUNE 9, 2034. DESPITE SIGNIFICANT CONCERNS THROUGHOUT THE CORPORATE WORLD, EVEN AMONG THE SIGNATORIES, PARENT CORPORATIONS AMERICA, GERMANY, THE UNITED KINGDOM, IRELAND (LATER BECAME A PART OF THE UK AFTER A MERGER), RUSSIA, CHINA, JAPAN, AND INDIA BECAME FOUNDING MEMBERS OF THE EXCHANGE. AS THEY RETURNED HOME, THE WORK BEGAN TO SET UP THE EXCHANGE AND CONVINCE MORE CORPORATIONS TO JOIN THE RANKS.

 

INTERCORPEX SET UP ITS ADMINISTRATIVE HEADQUARTERS IN ZURICH, BUT DECIDED NOT TO CONDUCT TRADING THERE. TO ACHIEVE 24-HOUR OPERATIONS, THREE SITES NEEDED TO BE SET UP ACROSS THE WORLD. THERE WERE NUMEROUS CANDIDATE CITIES OFFERED, BUT THE NEW EXCHANGE HIERARCHY SETTLED ON BEIJING, FRANKFURT, AND NEW YORK CITY. KNOWING THIS WOULD TAKE TIME TO SET UP AND COORDINATE, THE DECISION WAS MADE TO ENTER CONTINUOUS OPERATIONS USING A PHASED APPROACH. THUS, TRADING WOULD START IN ONLY ONE CITY AND THEN EXPAND AS MORE SIGNATORIES JOINED AND NEWLY-ESTABLISHED PATRICIAN CLASS BEGAN TRADING.

 

ON OCTOBER 1, 2035, MORE THAN A YEAR AFTER THE CHARTER WAS SIGNED, TRADING BEGAN IN THE OLD NEW YORK STOCK EXCHANGE (LATER ICE) BUILDING ON WALL STREET. THERE WERE TWENTY-SEVEN ACTIVE STOCKS AVAILABLE FOR TRADING IN AN INITIAL PUBLIC OFFERING. PATRICIANS DIVIDED THEMSELVES INTO TWO CAMPS: ONES WHO SOUGHT TO PURCHASE AS MANY SHARES AS POSSIBLE, AND ANOTHER WHO SOUGHT TO BUY LOW AND SELL HIGH TO CREATE A PROFIT AND ENHANCE THEIR FORTUNES. BY THE END OF THE MONTH, VOLUMES HAD MORE THAN DOUBLED AND THE NUMBER OF PATRICIANS PARTICIPATING IN THE MARKET HAD QUADRUPLED.
